The Solution
PressW built RuleIQ™, a research platform that answers Medicare payment questions only from official CMS documents and cites every claim down to the page, section, and table row.
- A citable knowledge base. An ingestion pipeline parses CMS rule PDFs, pulls payment tables into structured data, and indexes the text for retrieval. RuleIQ™ now covers 10 years of OPPS and 10 years of IPPS rules, plus HCPCS Level II coding decisions from 2016 to 2026.
- Answers you can verify. Claude writes answers only from the retrieved source passages. Each answer links to the exact location in the source rule, and citations stay consistent across the follow-up questions in a conversation.
- A production SaaS platform. A branded web app on Coustier's own domain and cloud accounts, with user management, per-account feature access, usage and cost analytics, an audit trail, and branded PDF export of research conversations. The platform was load-tested before commercial rollout.
- Security and IP protection. Claude Haiku screens every incoming message for prompt-injection attempts. Rate limiting, single active sessions, conversation-length limits, geographic access monitoring, and web application firewall rules protect the platform and the firm's know-how.
- Research inside the tools people already use. An OAuth-secured Model Context Protocol (MCP) server makes RuleIQ™'s OPPS and IPPS search available inside other AI assistants.

The Impact
- From one rule set to three. The Phase 1 proof of concept covered 5 years of OPPS. RuleIQ™ now searches a full decade of both OPPS and IPPS rules, plus HCPCS coding decisions from 2016 to 2026, in one conversation.
- New rules searchable the same day. When CMS released the 2,704-page IPPS FY2027 final rule, the pipeline ingested it into production in about 21 minutes.
- From proof of concept to production in under a year. Version 1.0 shipped in October 2025. Since then PressW has delivered more than 60 releases across four consecutive engagements, each scoped and signed on the strength of the last.
